The Town of Avon, Colorado, invites qualified individuals and firms to submit a proposal for soft trail design services for trail reroute sections in the West Avon Preserve. 

Proposals are due not later than October 26, 5pm, MDT.

The West Avon Preserve is enjoyed by thousands of locals and visitors on an annual basis and has easily become the most popular trail system in Eagle County.  In the spring of 2020, Holy Cross Energy began a project to replace aging overhead power lines. In order to access these sites, they re-graded old access roads on their easement. The grading activities resulted in the loss of portions of the Avon Singletree Connector (ASC) and Saddleridge single-track trails.   
Now, trail re-alignments are necessary so that the single-track trails are moved off the Holy Cross Energy access roads as much as possible to ensure an improved user experience and limited potential impacts to the trails in the future. The Vail Valley Mountain Trail Alliance (VVMTA) will be assisting with remediation efforts and the construction of two of the reroute sections.  

The project scope defined within this document and proposals is limited to activities and contract obligations for areas within the West Avon Preserve property.   The actual project scope is larger and includes areas outside the West Avon Preserve and the Town of Avon.  It is anticipated that the selected contractor will be engaged (separately) by Berry Creek Metropolitan District for work outside the West Avon Preserve.      

A. Design/Construction of Reroute Segments 3, 4, 5, 6, 7, 8.   Route flagging has already been flagged by VVMTA.
1. Approximately 4,600 ft of new trail.
2. Four (4) HCE road crossings will be constructed to ensure users stay on existing trails.
3. Work may be performed using hand tools and mechanized equipment.  If mechanized equipment is used, impacts to native vegetation and soils adjacent to the trail shall be minimized to the greatest extent possible.
4. Note. Scope does NOT include areas between West Avon Preserve and Singletree community. Anticipated additional new trail construction on Berry Creek Metro District property is estimated at 1,500' linear feet.  This is NOT part of this RFP.  Contractor(s) must coordinate with Berry Creek Metro District for all services, scope, and/or bid for those areas.

B. Decommissioning various segments of closed trails:
1. .25 miles (or 1,320 ft) of single-track trail decommissioning.
2. Preparation of soils by relieving compaction, scarifying the surfaces, reseeding, and scattering of organic debris.
3. Decommissioning may be performed using hand tools and mechanized equipment. If mechanized equipment is used, impacts to native vegetation and soils adjacent to the trail shall be minimized to the greatest extent possible.
C. Special Considerations
Due to the sensitive nature of the property, and occurrence of Harrington Penstemon plant species, special care and attention must be followed and made part of contractor agreement.  A field study was conducted by Western Biology, LLC in order to identify occurrences of Penstemon.  The attached report includes recommendations that will be made into requirements of successful trail building company contract.
