Report from the April 10^th Avon Town Council Meeting

Police Department awards presented, PZC applicants appointed, Town -Owned Properties Plan approved

• Police Chief Greg Daly presented the Avon Police Department awards for 2017:
  • The Lifesaving Medal was awarded to Officer Tyler Churches for responding to an active suicide attempt.
  • Officer Mike Lundblade was recognized with the Leadership Excellence Award for his insightful and decisive leadership in the field, including the apprehension of suspects who vandalized the Avon Performance Pavilion.
  • Amy Baldwin with the Eagle County Sheriff’s Office was recognized with the Citizen’s Award of Commendation for recognizing that a registered sex offender was present at an event surrounded by children and taking action.
  • The Chief’s Community Partnership Award was issued to Members of Eagle County Sheriffs Victims Services Unit, under the leadership of Deena Ezzell, for continued demonstration of outstanding commitment to the community. Officer Al Zepada also received the Chief’s Community Partnership Award for his continued leadership and outstanding commitment in community outreach programs, including facilitating the 2017 Special Olympics Polar Plunge, which raised over $11,205.
  • Finally, Department Teamwork Citations were issued to Officers Baldwin, Stamp, Mackey, Mullet, Churches and Detective Baldwin for working together as a team to achieve exceptional results in two different investigations.   

• Council interviewed five candidates for three two-year Planning and Zoning Commission (PZC) terms. Marty Golembiewski, Kenneth Howell and Alex Dammeyer were appointed to two-year PZC terms.

• Council continued the Preliminary PUD land use application for the Village (at Avon) PUD to the May 8^th Council meeting. Staff gauged Council’s thoughts on the proposed amendments to Planning Area F, including an increase in maximum density, removal of mixed-use requirement, an increase in building height, and site coverage reduction. The motion to continue the item included direction to staff to prepare the Findings of Fact and Record of Decision, a Town Code requirement for documenting land use decisions. 

• Council held a public hearing and approved Second Reading of Ordinance 18-03, Adopting the Town of Avon Town-Owned Properties Plan, a Comprehensive Plan. The final requested change to the document was to remove “temporary housing” as an allowable use on the School Site (Lot E) property. The Properties Plan may be viewed in its entirety at www.avon.org/engage.  The final adopted version, with all Council changes, will be posted in the next two weeks.

• Council approved an issuance of Notice of Award for the Beaver Creek Boulevard Streetscape Improvements Project contract to the low bidder, Hudspeth & Associates, Inc. in the amount of $3,607,000 as approved in the Town of Avon 2018 Capital Projects Fund. The Beaver Creek Blvd Streetscape Improvements Project will consist of modification of street geometry, on-street parking, bicycle lanes, enhanced sidewalks and pedestrian safety improvements, lighting, and landscaping. Project highlights include:
  •  6’-10’ wide sidewalks
  • 11’ vehicle travel lanes
  • 4’ continuous bike lane between vehicle travel lanes and parking spaces
  • 2’ buffer between bike lanes and parallel parking
  • 8’ parallel parking spaces
  • Left turn lanes into Christie Lodge and the Avon Center/Alpine Bank
  • Landscape islands and enhancements throughout
  • Pedestrian crosswalks
  • Reconfigured Sun Road and Lake Street intersections for improved visibility
  • Lighting uniformity
