Report from the May 9th Avon Town Council Meeting

Avon, CO – The Avon Town Council held a regular meeting on May 9th. Highlights of the meeting include the following:

 


·        Council provided direction to Town staff to draft an ordinance prohibiting the use of disposable plastic bags and establishing a disposable checkout bag fee for grocery stores. First reading of the ordinance will be at the May 23rd Council meeting. Council asked staff to conduct outreach to grocery stores in the Town to be sure the stores are aware of the initiative and to receive any comments; and, to evaluate a prohibition on plastic hotel laundry bags. Town Council will be deciding, in the Ordinance, when the program would begin.

 


In the same work session, Council reviewed recommended elements for a polystyrene foam food service ware ordinance, which would be a prohibition on restaurants and other businesses selling takeout prepared food to customers in disposable food service ware that uses polystyrene foam. Council asked for more research and outreach to restaurants before bringing that ordinance before Council.  Both initiatives stem for the Town of Avon 2017-2018 Strategic Plan and the Climate Action Plan for the Eagle County Community.


 


·    Council approved $217,000 in funding for several Multimodal Transportation programs to launch this summer, including $50,000 for a pilot Community Bike Share program. The bike share program will benefit residents and guests by offering 20 “Smart Bikes” at four locations around the Town core. Program goals include reducing the parking demand and encouraging alternative modes of transportation, in addition to reducing vehicle emissions. Other approved program elements include continuing summer bus service hours for the Red and Blue lines, and the continuation of the Night Rider shuttle service.


 


·        Council approved Emergency Ordinance 17-07 at the request of EagleBend Affordable Housing Corporation (EBAHC). EBAHC has applied to Public Finance Authority (“PFA”) to assist with the refinancing. By approving the Ordinance, Council accepted the donation of the Eaglebend Affordable Housing Property, authorized disposal of such property, and approved a new project agreement between the Town of Avon and Eaglebend Affordable Housing Corporation (EBAHC). FirstBank will be providing EBAHC a loan in the amount of $29M to refinance existing debt on the Eaglebend Affordable Housing Property and to accelerate capital improvements to the Property.   


 


·    Paul Backes, with McMahon & Associates, the Town’s independent auditing firm, presented the firm’s findings to Council after auditing the Town’s 2016 financial statements. The Town received a clean audit, with Mr. Backes noting it is exceptional to have no journal entries needed. Council accepted the 2016 Comprehensive Annual Financial Report.


 


·        Council approved a resolution adopting a supplemental budget amendment for the 2017 General Fund Budget in order to update beginning fund balance estimates and  recognize revisions to the budget that were not identified at the time the budget was originally adopted. The amendment included rollover of certain 2016 unspent appropriations, approvals of special events, and other unforeseen items.
